Interpretation of the Circular on the "Joint Action" to Promote the Integration and Innovation of Large, Small and Medium-sized Enterprises (2022-2025)

The CPC Central Committee and the State Council attach great importance to the integration and innovation of large, medium and small enterprises, and the Outline of the Fourteenth Five-Year Plan for the Development of the National Economy and Society and the Vision and Goals for 2035 proposes to "promote the integration and innovation of upstream, midstream and downstream of the industrial chain as well as of large, medium and small enterprises". The 14th Five-Year Plan for Promoting the Development of Small and Medium-sized Enterprises also makes specific deployment for "accelerating the collaboration between industry, academia and research, and the integration and innovation of large, medium and small enterprises".

Recently, the Ministry of Industry and Information Technology, together with eleven departments, including the National Development and Reform Commission, the Ministry of Science and Technology, the Ministry of Finance, the Ministry of Human Resources and Social Security, the People's Bank of China, the State-owned Assets Supervision and Administration Commission of the State Council, the State Administration for Market Regulation, the China Banking and Insurance Regulatory Commission, the All-China Federation of Industry and Commerce,jointly issued the "Notice on Carrying out "Joined Actions" to Promote Integration and Innovation of Large, Small and Medium-sized Enterprises (2022-2025)"(hereinafter referred to as "Action Together"), proposes new goals, new tasks, and new measures to promote the integration and innovation of large, small and medium-sized enterprises.

I. Background significance of the "Joint Action"

The integration and innovation of large, medium and small enterprises is an effective channel to release the innovation vitality of large enterprises and stimulate the innovation potential of small and medium enterprises, an important way to enhance the stability and competitiveness of the industrial chain supply chain, and an important organisational form to build a modern economic system. The Ministry of Industry and Information Technology, together with the National Development and Reform Commission, the Ministry of Finance, and the State-owned Assets Supervision and Administration Commission of the State Council issued the Three-Year Action Plan for Promoting the Integration and Development of Small, Medium and Large Enterprises in 2018, vigorously promoting the integration and development of small, medium and large enterprises, fostering a number of carriers with characteristics of the integration and development of small, medium and large enterprises, and gradually revealing a number of typical integration modes, with the coverage of the development of the integration expanding, and the integration development of micro-ecosystems beginning to take shape. However, there is still more room for development in playing the leading role of large enterprises, promoting the integration of small and medium-sized enterprises into the ecosystem of large enterprises, enhancing the support capacity of the integration platform, expanding the dimension of integration, and deepening the degree of integration.

In order to thoroughly implement the decision-making and deployment of the CPC Central Committee and the State Council on promoting the integration and innovation of large, medium and small enterprises, the Ministry of Industry and Information Technology, together with the relevant departments, will jointly implement the "Joint Action" to further promote the strengthening of the leading role of large enterprises, give full play to the important role of small and medium enterprises in the industrial chain of the supply chain to supplement the chain, solid chain, and strengthen the chain, and to promote the integration of the industrial chain upstream, downstream and small and medium-sized enterprises in the field of innovation.

II. Working Thoughts on the "Joint Action" Campaign

Through sectoral linkage, upstream and downstream promotion and market-driven, the Hand-in-Hand Action promotes the comprehensive integration of large, medium and small enterprises in the innovation chain, industrial chain, supply chain, data chain, capital chain, service chain and talent chain, and endeavours to build an enterprise development ecology in which the large, medium and small enterprises are interdependent and mutually promote each other, to enhance the resilience and competitiveness of the industrial chain supply chain and to raise the level of industrial chain modernization. It is planned that by 2025, large enterprises will be guided to create a number of typical models for the integration of large, medium and small enterprises; a number of specialised small and medium-sized enterprises with outstanding synergistic and complementary capabilities will be stimulated to emerge; and a synergistic, highly efficient, integrated and smooth ecology for the integration of large, medium and small enterprises will be promoted, which will strongly support the industrial chain supply chain to supplement the solid chain and strengthen the chain.

The specific working idea of "Joint Action" can be summarised as "Four Ones": First, deepen a concept. Through the implementation of the "Joint action", to promote the local government departments and various types of market players to further deepen the understanding of the development concept of integration and innovation of large, medium and small enterprises, cohesion and development of consensus integration. Secondly, a series of activities will be held. Carry out a series of docking activities, such as large enterprises joining hands with specialised small and medium-sized enterprises, to play the role of both the government and the market, and to promote the docking and cooperation between large, medium-sized and small enterprises. Third, promote the introduction of a series of support measures. Relevant departments and localities will support the implementation of specific support measures to support the integration and innovation of large, medium and small enterprises, such as giving priority to support large, medium and small enterprises to jointly declare key products, processes, "one-stop" application demonstration and other industrial infrastructure re-engineering projects. Fourthly, a number of typical models of integration and innovation will be formed. Through ecological construction, base cultivation, internal incubation, empowerment and data connection, a number of replicable typical models of integration and innovation will be created and promoted, so as to continuously expand the breadth and depth of integration and innovation.

III. Main contents of "Joint Action".

In the integration and innovation of large, medium and small enterprises, innovation is the soul of integration, industrial organisation and supply relationship is the important foundation of integration, data and capital are the key elements of integration, and services and talents are the important support of integration, therefore, the "Joint Action" focuses on the "Seven Chains" of innovation chain, industrial chain, supply chain, data chain, capital chain, service chain and talent chain. Firstly, to build the innovation chain of large, medium and small enterprises. Guide large enterprises to open up their brands, design and R&D capabilities, instruments, test sites and other types of innovation resources to small and medium-sized enterprises; promote the formation of a number of innovation consortiums, and promote large, medium and small enterprises to strengthen innovation cooperation in technology research and development, standard setting, patent layout, green development and other aspects. Secondly, consolidate the industrial chain of large, medium and small enterprises. Organise specialised, special new small and medium-sized enterprises to carry out technological research and prototype research and development for the weak links in the industrial chain and the supporting needs of large enterprises; promote large enterprises to help supporting small and medium-sized enterprises to improve and enhance the level of process, quality management, product reliability, etc.; organise specialised, special new and small enterprises to dock with large enterprises according to the industrial chain and help them integrate into the large enterprises' industrial chain. Industry Chain. Third, extending the supply chain of large, medium and small enterprises. Promote local organisations to organise "one hundred and ten thousand enterprise" seminars for large, medium and small enterprises, promote industrial e-commerce companies to organise online trading activities for industrial products, guide large enterprises and small and medium-sized enterprises to deepen and expand supply chain partnerships, guide platform enterprises to improve the benefit-sharing mechanism for upstream and downstream enterprises in the supply chain, and create a situation in which "the big river has water and the small river has water and the big river has water". Fourthly, to open up the data chain of large, medium and small enterprises. Encourage large enterprises to build digital service platforms that meet the characteristics of small and medium-sized enterprises, and develop a number of "small, fast, light and accurate" low-cost industrial chain supply chain collaboration solutions and scenarios; promote vertical industry industrial Internet platforms to expand and deepen the functional role of the service of large, medium-sized and small enterprises, and to promote the integrated integration of the industrial chain's manufacturing capacity and online sharing. Fifth, optimise the capital chain of large, medium and small enterprises. Encourage financial institutions to develop credit, insurance and other financial products in combination with the characteristics of key industrial chain supply chains, and strengthen the financing services for supply chain accounts receivable, orders, warehouse receipts and inventories; guide various industrial investment funds to increase the combined linkage investment in upstream and downstream enterprises in industrial chain supply chains, and strengthen the financing support for the industrial chain as a whole. Sixth, expanding the service chain of large, medium and small enterprises. Encourage localities to cultivate innovation platforms and bases for the integration of large, medium and small enterprises, and promote the establishment of service products and projects to promote the development of integration by demonstration platforms for small and medium-sized enterprise public services and manufacturing bi-innovation platforms; and build an overseas service system for small and medium-sized enterprises relying on large enterprises, so as to drive small and medium-sized enterprises to go to sea together. Seventh, to enhance the talent chain of large, medium and small enterprises. Promote large enterprises to build specialised open and shared training platforms to strengthen the training of talents of SMEs in the industry chain; explore the establishment of part-time guidance and regular posting mechanism for experts and talents from large enterprises to SMEs; and set up a theme class on the training of SMEs' management leaders to promote the integration and innovation of large, medium-sized and small enterprises, so as to enhance the ability of management personnel in integration and docking.
